This guidance document is on the introduction of English Pupils (ELs) with disabilities in english-language skill (ELP) assessments under Brands I and III of the Basic and Secondary Education Work of 1965. as amended (ESEA ). The Office of Simple and Secondary Education (OESE) regulates the ESEA as well as the Office of Special Education and Rehabilitative Services (OSERS) manages Component B of the People Who Have Disabilities Education Act (NOTION ). OESE and OSERS are publishing the assistance to aid claims and LEAs know how Component B of the STRATEGY and Brands I and III of the ESEA address the inclusion of ELs with disabilities in annual state ELP assessments. The 2014 guidance was reversed by the 2015 Addendum.
